Arunachal plans on delimitation draw flak

Itanagar, July 2: The recent draft proposal of the Delimitation Commission has raised the hackles of different organisations across Arunachal Pradesh.

The first to raise objections was the Papum Pare District Delimitation Committee. It said the “draft working papers VII” of the document suggest the inclusion of parts of “rural” circles of the proposed Itanagar urban (ST) and Naharlagun (ST) area in Sagalee (ST) and Doimukh (ST) Assembly constituency of the district, but such a move would pose communication hurdles for residents.

In a letter to Delimitation Commission chairman Kuldeep Singh yesterday, the Papum Pare District Delimitation Committee said merging parts of Itanagar and Naharlagun with the Sagalee constituency would cause inconvenience to the public as far as communication was concerned.

The rural pockets of Itanagar and Naharlagun are at a distance of 100 km from Sagalee constituency. Residents of “rural” circles of Itanagar (ST) and Naharlagun (ST), having separate administrative units, would have trouble reaching the far-flung Sagalee (ST) and Doimukh (ST) constituencies in the absence of a proper communication network.

Geographical features and natural barriers would further compound the problem, the chairman of the committee, Techi Necha, said.

The committee, however, said the commission might consider the option of merging Itanagar (ST) and Naharlagun (ST) constituencies with the Balijan administrative unit because of its geographical proximity.

The Delimitation Committee on Restoration of 21-Koloriang Assembly Constituency, under Kurung Kumey district, had decided to stage a peaceful dharna in front of the state election commission office today to protest the draft proposal for inclusion of Koloriang in the 21 Niyapin Assembly segment. It was, however, put off at the last moment. The committee is also opposed to a proposal for the subsequent creation of a new unit called 20 Parsiparlo Assembly constituency, carved out of the Sarli Damin circles.

Chayang Mission, an NGO based at Chayangtajo under East Kameng district, has also strongly opposed the merger of some villages — Tata Tara, Kaku Kaa, Taso Mora, Dosi Gaon and Attangrang Sanghi — of Seppa constituency with Chayantajo constituency. It alleged that the draft proposal was prepared without taking the people of the area into confidence.

Condemning the delimitation draft proposal for Chayangtajo and other Assembly segments as “arbitrary”, the NGO, in a letter to the chairman of the commission, urged him to maintain status quo regarding the segment of Chayantajo constituency.
