Was the panel that denied autonomy to Presidency College qualified to do so?

No, I don’t think the panel members had enough experience to decide on on the status of Presidency College.

The panel was competent but it wasn’t given the freedom necessary to do its job. People tried to influence its decision and it is common knowledge that without proper authority, it is not possible to do an effective job.
